Producers and distributors are obliged by product safety legislation to provide information and warning as to the risks their products pose and where necessary provide instructions for the safe operation/use of the product.

Fire damage caused by candles can be attributed to improper use by the consumer. The risk of fire can be minimised by supplying suitable warnings to the consumer. The labelling standard specifies the format and content of warning labels for indoor candles. This information supplied with the candle must be presented in a clear format on the product and should be easily and non verbally comprehensive. The warnings may be on the packaging itself or available as a separate leaflet.
The standard requires the general warning sign to be included in all labels, preferably in coloured graphics. In addition there are four mandatory safety phrases which must be included on all labels. The warning messages may be given as a pictogram or as text

If you are making candles and selling or giving them to others it is a good idea to label the candle or box that the candles are in with a safety label, it is not actually the law as stated by some online sellers, but you must be seen to draw attention to potential hazards using candles as part of product safety, for which you could be deemed irresponsible without warnings.
In late 2007 a BSI standards EN15494 was introduced for the labelling of candles with the four pictograms on the label plus a yellow triangle being mandatory,Though there is not any legislation for the use of safety labels on candles , you have a responsibility for product safety and this will fall under that legislation, so it is a legal requirement and should be considered mandatory.
Note; These labels are safety/instruction labels and do not cover the requirements of the the CLP regulations which are now in force in the UK since June 2015, which require the hazards associated with harmful chemicals contained within fragrance oils, essential oils or wax dyes.
